Many of the tasks are properly addressed through preparation, implementation and management of an appropriate process. Initially, management will expend considerable time in the development, acceptance and implementation of such processes. Once adopted and implemented, the manager’s time requirements should be reduced as the shift of the day to day operations is delegated to the appropriate staff or shared resource position.

Management must understand the entire complexity of governmental service delivery but is seldom the most efficient position to providing the day to day operations. A manager’s primary value is through the efficient utilization of personnel, contract providers and resources. Directing these assets in achieving the Client's adopted policies is the primary function of a Manager.
