Utility Services
Florida‘s local governments currently face numerous fiscal challenges due to a slowing economy, the state‘s tax structure, tax base modifications, and recent changes to their ad valorem taxing authority. In the past, state programs have provided some assistance to financially stressed local governments. However, state coffers, equally hampered by the weakened economy, are unavailable to augment local budget shortfalls at a time of increased demand for government services. As a result, local governments are reducing, and in some instances eliminating, non-essential discretionary programs, while searching for more efficient means for the delivery of core public services.
Contract Services may provide the appropriate response to the current fiscal realities. Out-sourcing certain services may allow for economies of scale unobtainable by local government. The service provider is expected to deliver services to a much wider base, thus gaining a financial advantage over service provision by local government.
We offer adjustable levels of Staffing, Operations and Billing services. These service levels are designed to meet the majority of anticipated need with the capability to modify each level to tailor our services to the client.
Contract service provision is not a "silver bullet" solution to all government services. Those departments which are under-utilized or which provide variable levels of service governed by the market or subject to change are the most often utilized conversion areas. In cases of under-utilization and/or changes due to market conditions, economic gains are more readily obtained.
For more specific information on how your municipality or district may evaluate the cost/benefit analysis of contract services, please contact our office.
